该法案（AB 2426）由加利福尼亚州州长Gavin Newsom签署，将于明年生效。它规定，数字商店必须使用清晰醒目的文字说明交易性质，例如使用比周围文字更大的字体、对比鲜明的颜色或特殊的符号来区分。
违反该法案者可能面临民事处罚或轻罪指控。该法案明确禁止商家使用“购买”或“拥有”等暗示无限制所有权的词语，除非明确告知消费者购买的并非无限制访问权或所有权。
加利福尼亚州议员Jacqui Irwin表示，随着数字媒体销售的增长，保护消费者权益至关重要。许多游戏公司曾下架游戏，导致玩家失去访问权，此法案旨在避免此类情况。
然而，该法案并未涉及订阅服务（如Game Pass）或游戏租赁服务，以及游戏的离线副本，这些方面仍不明确。育碧高管此前曾表示，玩家应适应不拥有游戏的概念。
Irwin议员补充说，该法案旨在帮助消费者更好地了解其购买内容的性质，因为消费者购买的往往只是许可，而非永久所有权。
