As she navigates a now-unfamiliar environment, Hinako must solve puzzles, battle bizarre foes, and make a critical decision to survive. The narrative unfolds as "a tale about a beautiful yet terrifying choice."

Set in the fictional town of Ebisugaoka, inspired by Kanayama, Gero, Gifu Prefecture in Japan, the developers meticulously recreated the town, capturing its intricate alleyways. They utilized reference images and local sounds, blending these with historical materials to authentically represent the 1960s setting.

Silent Hill series producer Motoi Okamoto highlighted that the core concept of Silent Hill f is to "find the beauty in terror." While retaining the series' hallmark psychological horror, typically set in a Western context, the team ventured into Japanese horror, which often intertwines beauty and fear.

Okamoto explained, "A hallmark of Japanese horror is that terror can emerge from beauty. When something becomes too perfect, it can become unsettling. Players will experience this duality through the eyes of a young girl facing a beautiful yet terrifying decision."

Okamoto assured that Silent Hill f is designed as a standalone story, accessible to newcomers yet rich with easter eggs for long-time fans. The game's writer, Ryukishi07, known for his psychological Japanese horror visual novels, brings his unique perspective to the series. As a fan of Silent Hill, Ryukishi07 has played all previous entries and views Silent Hill f as both a homage to the series' roots and a fresh challenge.
