The Fishing Strategy

The key lies in a hidden treasure within your garrison's waters. Alliance players target Lunarfall Carp, while Horde players seek Frostdeep Minnow. These are caught at your fishing shack, requiring the Draenor Angler achievement (100 of each Enormous Fish species caught in Warlords of Draenor) for a level 3 shack. This shack is crucial, as anecdotal evidence suggests obtaining these fish is nearly impossible without it.

Even with the level 3 shack, the drop rate for these fish remains a challenging 3%. Optimizing gear and using powerful boosts can potentially improve these odds.

Why Now is the Best Time

Previously, only the player who engaged the Cave Dweller (summoned by returning the fish to the lake) could claim the mount. The latest patch allows raid groups of up to 40 players to share the loot, dramatically increasing the chances of obtaining the Riding Turtle or Sea Turtle. The combined drop rate previously involved a 3% chance for the fish and a 0.5% chance for the mount from the Cave Dweller. Now, with 40 players, those odds are drastically improved.

While you don't need the Draenor Angler achievement to join a raid, contributing to the group's fishing efforts is essential. Groups might be hesitant to include players unable to catch their own fish, as they'd be considered leeches. Finding a welcoming group or forming your own is recommended given the significant potential rewards.
